Thousands of tons of cashew endangered rot for lack of a buyer
Great CRISIS is looming between cashew farmers in Coast region and the state, after a foreign company becoming embedded contract to buy cashew farmers' failure to implement the provisions of the treaty. The company failed to buy thousands of tons of cashew farmers.
Until late last week, 8290.34 tons were zimerundikana in five warehouses Company GETCA International, Mbagala area in Dar es Salaam and other existing warehouse Tabata in the country.
Information Raia Mwema newspaper that have progressed and later confirmed by the Acting Manager of the Cooperative League of the Pwani Region, Adam Lukanda, indicate that the cashew worth approximately 25 billion, are at risk of damage due to stay for long in these warehouses.
On the other hand reported also reveal that the incident began after the Ministry of Agriculture, Food and Cooperatives to enter into a contract with a company of PACE (Pan African Consulting & Export) in the United States that its address code shows is the City of Santa Monica to buy cashews farmers Coast region.
Cashew which were purchased through the Association of Cooperative Coast (CORECU), which it procured cashew through 88 basic associations existing in the territory of the region which is Kibaha, Kisarawe, Bagamoyo, Rufiji and Mkuranga.
Information indicate how that the contract between CORECU and P.A.C.E that Citizen was successful in getting a copy of it was signed on May 6, this year, with the company represented by its President, Mark Marrone and CORECU was represented by its Chairman, Abeid A.Juma.
Reports indicate that the agreement was that legal experts have called weak was prepared by lawyers for the Ministry of Agriculture, Food and Cooperatives and CORECU were consulted during the signing only.
The weakness of the contract is in several aspects, amongst item 10 (a) which states that the seller will be responsible for ensuring that transports cargo for its costs of cashew from the warehouses to the port will be the buyer chooses "
This feature means that CORECU would have to enter the cost of transporting a cargo of cashew nuts purchased by P.A.C.E.
In addition other defects referred to in the agreement is the provision to be a seller (CORECU) will pay all costs of testing cashew thus further reduce the scope of benefits for the members of the cooperative, which is also facing a number of challenges, yakiwamo debt.
Also the contract was the womb in any manner if the buyer fails to buy the cashews and appropriate action taken against a side that will break the agreement as an element of 14 and 16 kinavyobainisha.
The agreement is now listed as the essence of being accountable P.A.C.E buy cashews against the existing agreement in the contract that did not have such a feature was kinaibana responsible in any way if they fail to buy a cargo of cashew farmers.
In addition there is a claim which might be construed to be, some officials of the Ministry of Agriculture, Food and Cooperatives had a personal interest in the company and moves to bail buying cashew farmers was pressure from the officials.
"After the signing of the agreement of all parties, the company P.A.C.E was given time to prepare to start buying cashew but surprisingly until mid-June, this year, they did not do so," stated our source of information from the Ministry of Agriculture.
According to our source that the information, while CORECU await answers to purchase cashew, Secretary General of the Ministry of Agriculture, Food and Cooperatives, Geoffrey Kirenga, wrote a letter to Acting Manager CORECU stressing that the company P.A.C.E must be given to cooperation in the process of testing.
The letter dated June 28, this year with a reference number CCB / 110/136/01 reads: "The Ministry This was revealed by the leadership of PACE that the process includes the company to conduct an investigation (quantitative) of cashew those aimed at meeting the needs of their market (its client) ".
From that point, our source of information states; "The letter was worrying P.A.C.E did not have buyers, but agents who are focused on selling cashew nuts for another client who is not known unlike the existing agreement in the contract who sign in and CORECU."
Further information indicate that after being held by the government and CORECU, P.A.C.E provided the conditions to be approached cashew periodic renewal (cutting test) as well as inspect the drain, knowing load and put cashews in bridges.
In these tests, tones 3319.44 measured very that company's PACE (the buyer) was supposed to take to the testing and verification of the 5,000 tons that remain continue but PACE had made no effort whatever and instead, they turned and wanting to buy cashews for the low price of Tshs 600 per kilogram unlike the original agreed to buy for $ 1.11 US (more than Sh 1600).
"They bought cashew cooperatives at a price of 1,200 shillings per kilogram in the price offered for P.A.C.E did not come even half of the purchase price and the parties would they great loss," explains our informer.
The author of this story spoke to Farmer Abubakar Mwanambaya Sisaga Village, located district Mkuranga who explained that many farmers are still waiting for the next payment of their cashew sales.
"Already cashew harvest for the 2012/13 season have already began and we still have not paid the remnants of our money, this is not a good condition can bring serious conflict between farmers and the government," said the farmer.
He gave the opinion for the government to intervene quickly issue and possibly give money kuikoa CORECU and other parties to the debt-based financial institutions as well as his interest to be paid quickly.
Referring to the saga, Acting General Manager of CORECU, Adam Lukanda, confirmed that indeed the party selling cashew farmers Unresponsive after undergoing fraud and Company P.A.C.E.
"It is true we have now is how we agreed to break the contract and P.A.C.E but so far no buyer has emerged to buy cashew nuts and many farmers are still claims of cooperatives 30 percent of their final payments," said Lukanda.
He said his party is in one of the difficult times in its history as alleged by several financial institutions who made money during the purchase of cashew season and these funds were used to pay farmers the first phase.
"Lending rates of financial institutions and rising by the day and also the cost of storage in silos GETCA cashew Intenational rises so CORECU as cooperative fails to pay," explained the acting manager.
The manager explained that however the decision of the officials of the Ministry of Agriculture, Food and Cooperatives to give work to purchase a P.A.C.E had good intentions after the cashew market in 2011/2012 season decline.
He said initially, they sold cashews to a system of auctions and in the first auction, sold a kilogram to Shs 1,820 and the second auction were sold for the same price but after the two auctions were no buyers emerged.
"So the government stepped in to find a buyer to rescue cashew farmers but unfortunately buyer who appeared not to be true so we can not kuilamu government," he said.
For his part, Head of Mwantumu Mahiza Coast, is available to talk about it, all he popigiwa his mobile phone was locked.
