POLITICAL

GOOD CITIZEN: Congratulations to set a precedent that the mayor's first ACT-nationalists since its inception.
MAYOR: Thank you very much. Expressing appreciation for giving me too much of my party this unique opportunity and also my fellow councilors Council Kigoma-Ujiji to see I should be their leader.
All I can promise is that I will endeavor to ensure that cooperate with colleagues to implement all that we promised the citizens during the campaign and make the Council Kigoma Ujiji be a model to all other councils in the country.
GOOD CITIZEN: There are reports that you have refused to use the drive there was to the status given to your mayor a 150 million shilling Are these reports contain much truth? If it is true, why you did not agree with this proposal?
MAYOR: The reports are completely untrue. Once you have chosen me to be the mayor of Kigoma Ujiji Council, my colleagues in the House of Councillors passed a budget for a car of their mayor. The car itself is a kind of Prado value of $ 70,000 (roughly 150 million).
Mayor passerby had a car. But it is rotten and garages for long. So, until now I have to use vehicles which projects the council in accordance with the existing law is not permitted placed the flag of the mayor. Now how come the mayor said he walked into people's cars and failed to keep even the flag?
But I reject the proposal for personal reasons entirely. I respect those who have suggested that we should buy a car. However, our committee has challenges. Kigoma is one of the poorest regions in the country.
Here, Tanzania is one of the poorest countries in the world. Then Kigoma region is poor in the poorest countries. Buy car crossed 150 million in our current situation is not very good terms.
So I said the 150 million tuzipeleke things hurt our people. In the areas of health, education and infrastructure.
I myself and my colleagues begin design techniques and strategies to increase our income. Currently we collected 2.06 billion for the year. I said wait first to add revenue.
If we add revenue to view nuisance begun to subside, we can buy a car like that in front of the trip. In our decision, and we may decide to buy a car cheaper than that.
Now these are my thoughts. That first let's simply produce. Additionally, revenue in our committee. Tukifanikisha it, we can be of use. I do not know if I answered your question properly?
GOOD CITIZEN: Well. Your party of ACT-nationalists are among the new parties vilivyoibuka soon. What do you think is the reason the party zilizokupeleka whereas there exist parties which elderly people can join you?
MAYOR: I'll be honest, there's only one answer here; Zitto Kabwe, who is the leader of ACT-nationalists. I remember when I was a student at the International University of Kampala (KIU), there is a student when he called Ibrahim be submitted labeled Zitto Kabwe name from the kind of politics which I did. That name was popular there.
He was joking only that you people of Kigoma is what you are. You have Zitto is the very same. That was in 2012 right. I was a representative of the class there and then became Deputy Speaker of the Parliament of Students.
I would like politics and I would very kind of politics made by Zitto Kabwe. Politics of arguments and reconciliation. That is why, today come to the session of the House of Councillors of the Council of Kigoma-Ujiji as he is told that unless ACT or Chadema or CCM, you'll never know.
We all know that we're there to represent the citizens and not our party. Another contributing my decision to join the party is Kigoma, where it received its popularity is us.
I found almost all the young people and the elders that they support the party. Nikajua that if I want to win in the elections is good I joined the party. In summary, I would say those are the reasons.
GOOD CITIZEN: What do you plan to do for the people of Kigoma during the next five years as a council as mayor of Kigoma Ujiji?
MAYOR: tricky question indeed. I plan to implement our committee lot of good things and as I started to explain here the finished magazine pages to explain.
For only briefly, to say that the next five years Kigoma want to be seen to be shifting from the Borough and the City. This is the totality of my dreams.
For example, have you heard the test results of the national Form Four announced this month. Nationally, the average student is 75 percent failure but to Kigoma, the average is 86 percent.
Thus, in education, which I think is very important, Kigoma are behind the national average in education. It is important to have plans for the short term, medium term and to change this situation.
You can talk about the construction of good roads, good hospitals and open factories and other items as well, but education is defective, the whole thing becomes quite meaningless.
We will live recently and my colleagues in the council to look at what we do. We will make the hard decisions on this and will ask citizens to strive together. We can do things that citizens can not very yafurahie but we will in good faith.
We will increase health centers and dispensaries. We will improve access to basic social services and infrastructure will also improve. One way to improve the economy is to strengthen infrastructure.
If being a good road, farmers and other businesses will be able to get around easily and reduce transport costs. If goods and services can move from one location to another with ease, there is already improving the lives of your people.
GOOD CITIZEN: With revenues of 2.06 billion for the month, how can you achieve all that?
MAYOR: That's why my first job is to make sure we improve the income of the council. Our first strategy is to make sure in the next financial year we collected 3.4 billion. That's our mission.
On my first five years, I want to reach five billion by 2020. That is the goal that we have set to achieve strategies.
Tutabana unnecessary expenditures and plug leakages of funds. There are many loopholes for financial losses which ikizibwa alone, you may be surprised the amount that can be collected.
But there is also the whole issue of innovative sources of revenue. Doing enough research, we can identify areas where we can get the money though for now we get nothing.
We can improve the enabling environment for the growth of economic activity, attracting major projects coming Kigoma and make sure everyone who should pay the taxes he pays accordingly.
If we decide to cooperate and say we are doing all this to the benefit of the people of Kigoma and not ACT nationalists or CCM, will come off.
GOOD CITIZEN: There's this issue of Kigoma citizens have the possibility to get free health care through a strategy involving matters of social security. This likoje?
MAYOR: It is really noticeable on our strategy and we have already begun to educate the public about what the benefits of our program.
Happen is for our citizens to donate half the cost of membership in the pension fund community where they will receive all necessary benefits yakiwamo health and insurance.
Tukiweza achieve this, it means we will be the first council in Tanzania give its citizens free health care and treatment.
On this we will collaborate with other development partners and is successful it will mean the end for the citizens who are in the Council of Kigoma Ujiji lack of treatment or medicine because of their poverty. This is our goal.
GOOD CITIZEN: Waliokufahamu since your majesty apprenticeship at Gongo la Mboto KIU also remembers your name Ndugai another joke. How was it was given the name of the Speaker of the Parliament of Tanzania right now?
MAYOR: Ha ha (laughs). I remember the name and the reason was that I was the Deputy Speaker of the Parliament of Student Government and the Speaker was a woman named Elina Ezekiel.
Now when I was there KIU I'm studying aspects of development (Development Studies) in 2012, the Speaker of Parliament was Anne Makinda and Ndugai was his deputy.
For us our speaker was a woman and I am his deputy was a man, then the names of the young ones were baptized and Ndugai.
However, I remember much about that time is how I resolved to seek the release Elina space. I did campaign very closely and who became President of the Government and he and fellow pupils and others wanted niwanie Speaker.
But at the time, I was very fond of one area in Developemt Studies on Gender and Development (Gender and Development). In more than 70 students who did the test enei, I was alone I have marked A.
I was impressed with the idea that women are kept in any community, the community will strike action. I saw on our government's top leaders were all men. And I would strive Speaker and win, it would mean the government of naked men.
I said to my colleagues no, this is impossible. I pray that I niwanie deputy and embracing Elina be Speaker. Nikawaeleza I appreciate my reasons and they understood me and finally the sister he got the chance and I became his deputy.
GOOD CITIZEN: Five years from now, you want upimweje as a leader?
MAYOR: I want to be tested as a leader who struggled to put transparency in the administration council. I want our citizens to know all they should know and understand the essence of all the decisions we make will kayokuwa.
I want to change my council from where it is now and leave it at another point. It is my dream that the next five years, inshallah, people will say we want to continue to be ACT-Development Council ruling in Kigoma Ujiji.
